TALKING POINTS
· We urge your support and immediate consideration
of Compliance-Based Inspection (SB 635).
· This bi-partisan bill passed the Senate without a
single no vote in June. This bill has the record support of
such groups as: the Property Management Association of
Michigan, the Property Management Association of West
Michigan, the Detroit Metropolitan Apartment Association,
the Washtenaw Area Apartment Association, the Property
Association of Mid-Michigan, the Rental Property Owners
Association of Michigan, the Apartment Association of
Michigan, the Michigan Association of Home Builders, and
the Michigan Housing Council .
· SB 635 PRESERVES LOCAL CONTROL by authorizing, but
not mandating, longer inspection cycles for multi-family
housing providers with a history of code compliance.
· SB 635 PROVIDES FLEXIBILITY by authorizing, but
not mandating, local units of government to perform
inspections on behalf of other government agencies such as
HUD or MSHDA. This will reduce duplicative inspections and
consolidate government services.
· SB 635 IS A GOOD COMPROMISE between the interests
of local units of government and responsible property owners
and managers. Inspections can and will protect the public
safety while at the same time incentivize responsible
property management.
